Warnings continued against the growing offensive in Rafah, considered the last refuge in Gaza for more than a million civilians as well as Hamas' last stronghold. The two towns near Gaza's northern border with Israel were heavily bombed in the opening days of the war. Israel has now evacuated the eastern third of Rafah, and Hagari said dozens of militants had been killed there as "targeted operations continued." Israeli troops have captured the Gaza side of the Rafah crossing, forcing it to shut down. Smoke billows after Israeli bombardment in central Gaza City on March 18, 2024, amid the ongoing battles between Israel and the militant group Hamas.

The Israeli ground-and-air operation in the eastern part of Rafah on Tuesday further hampered the area’s struggling medical system. Fearing a raid by Israeli forces, like those that have been carried out at hospitals across Gaza, the medical staff at al-Najjar rushed to relocate more than 200 patients. But even during the scramble to evacuate the hospital, Israeli airstrikes on Rafah continued. The Israeli military’s actions also immediately limited access to more basic health services across Rafah. That delegation was also supposed to deliver the salaries of the aid group’s medical workers in Rafah — cash they desperately needed to secure housing and transportation during the chaotic evacuation.

Biden has said that Israel needs to do far more to protect the lives of civilians in Gaza. "We're going to continue to do what's necessary to ensure that Israel has the means to defend itself," Austin said. "But that said, we are currently reviewing some near-term security assistance shipments in the context of unfolding events in Rafah." A decision against Israel would further add to pressure on Biden to curb the flow of weapons and money to Israel's military. "Over the years, the United States has provided tens of billions of dollars in military aid to Israel.

CNN —Palestinian factions, some of whom have been at odds for almost two decades, are meeting in Moscow to discuss forming a new government just days after the Palestinian Authority government resigned. Hamas, which is fighting a war with Israel in Gaza that has killed more than 30,000 people in the enclave, is attending the talks, according to Russian media. Analysts say that Hamas joining the PLO would be a significant development, given that it could potentially unify the Palestinian factions and create a consensus cabinet. Despite the PLO’s recognition of Israel, Hamas joining the bloc wouldn’t mean that it would automatically acknowledge it, he added. Moscow had offered to mediate between Hamas and Israel soon after the war started, touting its ties to all regional stakeholders.

The Houthis have spent the past few months lobbing missiles and drones at ships off Yemen's coast. War experts say these attacks are giving Iran and the rebels, Tehran's proxies, valuable data. War experts say the rebels and Iran, their main backer, have been learning key information from the ongoing attacks in the Red Sea and Gulf of Aden. US Central CommandThe Houthi rebels boast a sizable arsenal of one-way attack drones, anti-ship cruise missiles, and anti-ship ballistic missiles, the latter of which had never been used in combat until recently. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) assists Palestinians in Jordan, Lebanon, Syria and the West Bank, as well as in Gaza. Israel and Hezbollah each have lessons from their last war, in 2006, a monthlong conflict that ended in a draw. A United Nations resolution ending the war called for withdrawal of Israeli forces from Lebanon and a demilitarized zone on Lebanon's side of the border. Israeli political and military leaders have warned Hezbollah that war is increasingly probable unless the militants withdraw from the border. Hezbollah leader Hassan Nasrallah hasn't threatened to initiate war but warned of a fight “without limits” if Israel does. Costs would rise sharply if there's war with Lebanon.

US forces have been carrying out a handful of preemptive strikes against the rebels lately. This marked the Houthis' first confirmed missile launch in nearly a week, although it's not for a lack of trying. On Jan. 18, the Houthi rebels fired two anti-ship ballistic missiles at a US-owned and Greek-operated tanker. The military asserted in all four cases that it destroyed the Houthi missiles in "self-defense" and its actions make international waters off the coast of Yemen safer to transit. How much, exactly, is unclear, although Pentagon officials estimate the rebels maintain a majority of their ability to launch missiles and drones at ships, per The New York Times.
